Details: Final External Evaluation of the Project
1. Project Title: Empowering Mobile Populations in Laos through Safe Migration, Anti-Human Trafficking, HIV/AIDS Prevention, and Partnership Development (2024–2027)
2. Organization: National Catholic Commission on Migration (NCCM), Thailand
Project Implementing Areas: Vientiane Capital, Khammouane Province, and Luang Prabang Province, Lao PDR
3. Background
The National Catholic Commission on Migration (NCCM) is implementing a three-year project in Laos aimed at empowering vulnerable populations, migrants, returnees, youth, women, and community leaders through:
- Safe migration and labour rights awareness
- Human trafficking prevention
- HIV/AIDS prevention and health education
- Livelihood support for vulnerable migrants and people affected by HIV/AIDS
- Capacity building of Church leaders, government agencies, and community partners
- Strengthening networks and partnerships supporting people on the move
The project is implemented in collaboration with Church organizations, government agencies, NGOs, and community-based partners in Laos.
NCCM seeks an independent external evaluator to conduct a final evaluation of the project and provide recommendations for future programming.
4. Purpose of the Evaluation (see E: Guide on commissioning external evaluations locally_2024 long version)
The evaluation aims to:
- Assess the relevance of the project in responding to migration and social protection challenges in Laos.
- Measure the effectiveness and achievement of project objectives and indicators.
- Assess the efficiency of project implementation and resource utilization.
- Evaluate the project’s impact on beneficiaries and partner organizations.
- Assess sustainability and ownership among local stakeholders.
- Identify lessons learned, good practices, and recommendations for future interventions.
5. Scope of Evaluation
The evaluation shall cover the implementation period from 2024–2027 and include all major project components:
Project Objective 1
Promote fair and safe access to employment and public welfare services through:
- Labour rights awareness
- Anti-human trafficking education
- HIV/AIDS awareness and prevention
- Livelihood assistance for vulnerable individuals
Project Objective 2
Strengthen partnerships and collaboration among:
- Church organizations
- Government agencies
- NGOs
- Community leaders
- Networks supporting migrants and vulnerable populations
6. Key Evaluation Questions
Relevance
- To what extent did the project respond to the needs of migrants and vulnerable communities in Laos?
- Were project strategies appropriate to the migration and trafficking context?
Effectiveness
- To what extent were project targets achieved?
- How effective were the training and awareness programs?
Efficiency
- Were financial and human resources used efficiently?
- Was project implementation conducted according to the work plan?
Impact
- What changes occurred among beneficiaries regarding:
- Safe migration knowledge
- Human trafficking awareness
- HIV/AIDS prevention
- Access to services
- Community participation
Sustainability
- Are project outcomes likely to continue after donor funding ends?
- Have local Church and community structures strengthened ownership?
Partnership and Coordination
- How effective was cooperation among Church organizations, government agencies, NGOs, and local communities?
7. Evaluation Methodology
The evaluator is expected to propose a mixed-method approach including:
- Desk review of project documents
- Key Informant Interviews (KIIs)
- Focus Group Discussions (FGDs)
- Field visits
- Beneficiary interviews
- Stakeholder consultations
- Validation meeting with NCCM and partners
The methodology should apply OECD-DAC Evaluation Criteria:
- Relevance
- Effectiveness
- Efficiency
- Impact
- Sustainability
- Coherence
8. Deliverables
The selected evaluator will submit:
- Inception Report
- Evaluation Framework and Tools
- Fieldwork Debriefing Presentation
- Draft Evaluation Report
- Final Evaluation Report
- Executive Summary (3–5 pages)
9. Qualifications of the Evaluator
Applicants should possess:
- Advanced degree in Development Studies, Social Sciences, Migration Studies, Public Health, Human Rights, or related fields.
- Minimum 5 years of experience conducting external evaluations for NGOs, INGOs, Church-based organizations, or donor-funded projects.
- Experience in migration, anti-human trafficking, public health, child safeguarding, or community development.
- Strong understanding of OECD-DAC evaluation criteria.
- Excellent analytical and report-writing skills.
- Fluency in English.
- Knowledge of Laos and Southeast Asian migration issues is an advantage.
